I had a little trouble with this at first. Every time I killed the mobs around the hanging captives then they disappeared. But I found that you can target the ropes holding the hanging ones to cut them down. Mouse over the rope and you get the sword icon. It's even better for ranged characters because you don't have to engage those standing nearby.

Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Before this quest

- Hozen Love Their Keys
The hozen have a yeti! They call it Old Poot Poot and keep it at the back of their cave. Hozen are normally scared of yeti, but now they feed it grummles. They have a Hunter Chief, Cho Cho the Wicked. Can you see if he has a key on him to the yeti shackles?
After this quest
Taken from the storyline's own step order.
- Grummle! Grummle! Grummle!
Now that grummles are rescued, we need to rescue our supplies. The Ook of Dook is only chief because he has supplies. Go to the Dooker Dome area north west of here. Take some grummles with you. Keep them safe and get them near supply crates. Grummles know what to do from there.
