The Solution Solution

Pick up a "Pile of Bones", an "Abandoned Helm" and an "Abandoned Armor" which are all laying on the ground sparkling in The Broken Front. Then click on the quest item "Smuggled Solution" and this will put a dummy on the ground which explodes killing the dragon after it swoops down and takes it in the air.
