You get charge from small electric ball lightnings that sometimes spawn over the corpse of Faithless you kill with the [spell=267347]
It is really hard to see, but it is also hard to get out of charge, so it's just a special case.This world quest is inside the Slithering Gulch, near the Temple of Sethraliss entrance
Horde players can use Vorvik's Sanctrum windrider.You get Vorrik's Bulwark and can aoe mobs in the area with lightning.

This is one of those rare quests where I actually wish the kill requirement was higher because it's so awesome.
