Encountered a bug today that, with the help of a GM, had a workaround figured out. When talking to the vulpera slaves with weapons in inventory, the option to give them weapons through that chat led to the weapons being consumed, the vulpera doing nothing, and no progress towards the completion of the quest. this is definitely a bug, and was forwarded on.
The workaround is to use the weapon in your inventory on the vulpera by clicking on it FROM YOUR INVENTORY, this has a cast time, and after the cast is done, the progress and the Vulpera doing its thing will proceed as normal.

What to do
Description
Do you remember how we met, {name}? You were trapped in a Faithless cage, just like the ones in the crater below. Together, we slaughtered Faithless and earned your freedom in blood. The vulpera trapped in shackles below can do the same. They just need to be given the chance. Steal Faithless weapons and give them to the vulpera slaves below. They'll rise up and help you fight the Faithless. We're going to start a revolt right under their arrogant noses.
