This can be picked up from the Emperor in the Jade Temple while still questing there. If you happen to miss picking it up before the Temple becomes an instance you can get the quest from Bolo in the Inn at Dawn's Blossom.
To get in to VotFW, fly to Grookin Hill and follow the road south to a bridge in to the Valley.
Can confirm this post. Acquired "His Name Was.." at Dawn's Blossom and went to Jade Temple. "They Call Him.." became available upon dropping the first one. Went back to Dawn's Blossom and original quest not available until dropping this quest, acquired at Jade Temple.

Description
Things were not always like this, {race}. Oh no, they were much, much worse. Not three weeks ago, we were under siege by saurok bandits. They stole our jade, befouled our food stores, and terrorized our cubs. We needed a hero, and a hero arrived. He drove back their forces, defeated their leader, and returned our stolen jade. All he asked in return was a serpent ride for his niece. I was never able to thank him. If you are headed to the Valley of the Four Winds, would you relay our thanks?
