You can use your [item=89366] while mounted. I found the easiest way to complete this quest to fly around the lake and spam [item=89366] whenever the cooldown was off.
At 42,41 is a set of stairs with 2 guards. If you stand at the base of the stairs you will have an unlimited supply of these guys and some help from the guards to kill them. Much easier than running around competing for kills. Will upload a screenshot for those without coords.
