TheWoWDBThis quest sucks!
It is almost impossible to get this quest done. I am on a high pop realm (Area 52), but still. It shouldn't be this difficult. It appears the Unleashed Spirits needed for this quest only spawn on the Spirit Vortexes or next to piles of bodies, and no where near frequently enough. There's always someone camping each spot.
I hope Blizzard removes this one from the rotation or fixes the spawn rate.

Waiting at (46,27) [the road coming down out of the Golden Stair] produces a pretty constant stream of these packs. Just set up your AoE and go =)
Awesome tip. I just found a golden lotus archer fighting 9 of these at the same time on the side of the road, and that made this quest really easy. :)

Description
The Shao-Tien have unleashed their captive tortured spirits upon us. They flood down from the Golden Stair, with no end in sight. Kill as many of these unleashed spirits as you can. They are fragile, but if you are not alert, they can easily overrun you. Good luck.
