As of patch 6.0.2 the limit to the seals you can have is 20. This quest is now on unlimited up to that point. Sadly, you no longer get the 40+ gold...
The new use for [currency=738], [currency=776]s let you roll for bonus loot in the [zone=6738]. See [npc=63996], as before.
