This bonus quest is bugged you should trigger the bonus just walkin by but... it is not working
This bonus objective became available for me once I accepted the quest Blood Debt
I was party sync'd with a character that was doing Legion Chromie Time. Otherwise, I believe the bonus objectives disappear after you reach level 45.
