None of The Three are in the nearby cave.

[npc=95194] is at 52.49 33.28
[npc=95195] is high up at 50.12 32.14, the path up starts near [npc=95194] at 52.18 34.16
[npc=95196] is even higher (careful she doesn't knock you off the mountain with [spell=191955]), at 50.55 35.46

For those of you, like me who spent hrs trying to work out how to get back to hand in and who are sick of being told to watch a damn youtube video. The quest guy isn't in a cave, its on a mountain

Description

When High Crawliac seized control of the harpies she placed 3 powerful and deadly witches in charge of the covens under her command. These witches must die. Feel up for the challenge? Head into the Haglands behind me and find these three evil creatures. We will cover you from the air and give your prey no sky to retreat. Look for us higher up the mountain, should you survive.
