You are given a Whispering Phial that appears in your quest objective list and in your bags. However, when you are in the right area to use it clicking it does nothing, despite it showing a ‘Use’ function in the tooltip. You have to click the void surge to get it to work.

Description

We void elves all face the same risk... that should our resilience falter, madness awaits. <Kelia frowns in Matrean's direction.> The caves below are steeped in Void's vile touch. Void Surges erupt from the earth, creating a miasma of filth that fills the nesting grounds. <She hands you a magical device.> Take this. It will capture the surges of dark energy bursting from the soil. We will study them safely back at the Ingress.
