[item=129201] is near Lorna's Watch FP in western Stormheim, where the grappling quest chain starts, just behind the first wall.
[item=129200] is in central Stormheim - run safe from Greywatch FP or jump to Skol-Ashil from a ledge with the help of some slow-fall items, like Goblin Glider Kit. You'll find it in one of tents outside.

Description
<Kuhuine studies the trowel further.> This is a standard digging tool. There is not much to be learned here, except... ...this DOES suggest that the vrykul are still actively gathering this herb. The vrykul likely know much more about this herb than we do. All we need to do is find out where their knowledge is stored.
