It is summoned by clicking the big rock and giving 20 Fjarnskaggl.. He comes from the sea side and stays in front of the rock. Fight starts when you attack him. Although quest says it is for a 5 ppl group I soloed him with my DH. There are some important tricks for the fight :
1- Kill the 3 or 4 animals (Rockshells) around the big rock. You can easily hit them during the fight and they may cause a serious trouble to you.
2- During the fight Torgus has a very heavy dmg hit. It is easily dodgeable if you learn the animation for that hit. He holds his sword over his head. Run away immediately.
3- There is a medium gray rock 30 yds to big summoning rock. Never let Torgus pass that rock else he turns back to big rock and gets his life full. Fight restart.Here it is the video for this fight: https://youtu.be/pYJuK5DN_Iw

I'm not the kind of player who solo hard things, and was apprehensive to try this on my own. I tried it anyway, and as a ranged with pet (MM hunter) I had no trouble at all. My pet hardly dropped health and I could stand at a safe distance from Torgus' different attacks. Heed the advice from Levser and kill all the Rockshells before summoning Torgus.
Has 20M hp and hits hard. Bring tank+heals.

Description
There! It seems that there was a vrykul herbalist, Torgus, who brought a gift of fjarnskaggl to a seaside cairn - presumably in Stormheim - and by doing so received a blessing from his ancestors. <Kuhuine shrugs.> It's worth a shot, though without knowing what you're getting into, you may want to bring friends with you.
