In 7.3.5, I decided to grind Fjarnskaggl nodes as long as needed to get this.
567 Fjarnskaggl to receive it (Avg 4 herb/node), so around 141 nodes (propably farmed couple thousand Fjarnskaggl before this.)So just keep on farming, and you will get there :)
*2640* Fjarnskaggl gathered so far and no drop yet.
It's just a bad joke.
Edit: It dropped after 2863 harvested Fjarnskaggl.

Description
<The page appears to be ripped out of a larger book. It reads:> "...the Cairn of the Sea, a place long-known to be beloved by the gods. He placed his offering of fjarnskaggl at the foot of the cairn, mouthed the words 'Herbs beget herbs', and received the blessing he desired." This may be related to the books you brought back to your herbalism trainer.
