IMO, this and the Freeing Mind and Body daily quests are badly designed. It's very difficult to spot the "free" scrolls, and everyone else is out to get them.
Generally, I use the generic "kill X mobs" quest as a yardstick to compare quests. If I'm trying to finish that quest after all the others, and I end up finishing it before the quests I'm trying to finish first, I consider there to be something wrong. And that happened both times I tried.
I'll say as of right now, the respawn rate needs adjusting. These are taking forever to find, and I'm tired of killing for them.

Description
There were some scouting reports unaccounted for after the attack. If we're lucky, they're still out in the village, but the mogu may have gotten their hands on some of them as well. If you could bring back any scouting reports you find, it would definitely put my mind at ease. We can't afford to let the mogu in on our positions or any of the artifacts we've found, lest the men be in even more danger than they already are.
