Don't try to finish this world quest near the first set of stairs. The mobs infinitely spawning from the portals only give 0-1% each. Actually going down the stairs into the area behind the portals and killing the "normal" mobs there will give you a bit more per kill, along with interactible objects that give a boost to the bar as well.
I'm unable to complete this world quest on my alt. When I enter the area the world quest disappears off my map and right side quest list. I haven't completed the bonus objective in the same area either so probably connected. Not sure why bonus objectives are still on the map when you're level 60.
Considering the original quest is named Rip And Tear, it's nice to see the Doom references continue with the World Quest.
So..
"Against all the evil that the Maw can conjure
all the wickedness that the Maldraxxus can produce
We will send onto them.. only you.""Rip and tear, until it is done."

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

/way #1533 39.9 51.1Map coordinates of the pins above. An area the client draws as a shape is given by the centre of its points.
Quests whose map markers the client places closest to this one on Bastion, nearest first. Distances are straight lines between the markers.
Flight points closest to the quest’s first objective area marker on Bastion:
Straight-line distances in yards between the quest’s own map markers (QuestPOI) and the client’s flight-point positions (TaxiNodes); flight paths and terrain are not modelled.
First seen in build 12.0.7.68887 (Midnight patch 12.0.7, the oldest build in our datamine).
Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
Completing this quest counts toward this achievement.
