Just ride straight opposite way to the statue.
Quest is bugged as of March 6 2025. The Darkfuse Crowd Gassers are gray (tapped) and can't be damaged, and I can't do anything to the Abandoned Strike Breakers. All I can do is talk to goblins, and now I've run out of goblins to talk to. I'm stuck at 78%.
I'll update this comment if I figure out a workaround.
Update: Reloading and relogging didn't fix it, but logging out completely for several minutes did.

Description
The trade princes ain't exactly been fair to the goblins here, so this can't be just another cartel war. The crowd needs to know they ain't fighting for Bilgewater or Steamwheedle. They're fightin' for Undermine. We need someone who ain't a cartel big shot to help rile 'em up and keep 'em safe. Do whatever it takes to get them to the Gallagio and show these goblins this is their city.
