This is what's known in the military as a cluster F(fill in the rest of the word). No mention of who the "target" is, nothing around but mobs that when killed do not fulfill the "target' requirement. Just a bunch of people running around killing stuff for no apparent reason as the main objective is nowhere in sight.
Ok, after killing a bunch of things, some named NPCs mostly just NPCs. Suddenly the "target" (Captain Cracklepants) showed up. I'm not sure what triggered his appearance, but where he showed up was at /way 37.02 69.33
Edit: This is too comical to be real. The reason it seemed like a cluster F(word) is that is't also the place that Many Fine Heroes takes place. Which is why so many named and unnamed NPCs were present and everyone was killing them. For that quest. Wow, Blizzard, running out of room?

You must find the Infiltrator first, at waypoint 35, 71. He gives the quest to find Captain Cracklepants in the ruins area. CC is found in several spots.
[npc=147245] is your target. He's a goblin next to the stairs of the ruined building in the area (at least he was for me).
