Best way to reach him (that I have found yet) is to pick up the rocket pack from the nearby quest The Hills Have Spies. Use the rocket pack to jump up to the top of the hill where the Ormin is at. You can also do Hill Have Spies while you are waiting for him to respawn.
Since I had to find the path when I died on a leveling toon, I found the way. Go up path over Dead Man Pass (/way 33.64. 51.53) and bear right at the fork to the valley with Azurite Collection quest. On the left side of the valley at /way 36.33, 50.52 go uphill and bear left curving around the mountain up to Ormin.
That is every comment on this page.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

/way #864 36.0 49.3Map coordinates of the pins above. An area the client draws as a shape is given by the centre of its points.
Quests whose map markers the client places closest to this one on Vol'dun, nearest first. Distances are straight lines between the markers.
Flight points closest to the quest’s first objective area marker on Vol'dun:
Straight-line distances in yards between the quest’s own map markers (QuestPOI) and the client’s flight-point positions (TaxiNodes); flight paths and terrain are not modelled.
First seen in build 12.0.7.68887 (Midnight patch 12.0.7, the oldest build in our datamine).
Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
