TheWoWDBIf this doesn't seem to work: make sure your bags have space. You will receive a second "chum" to throw in the water once you're at the pool. The rest is looted from the eels that spawn afterwards. Ech one should give you one chum.

Found a pool located at /way 48,42, 24.03. Road down to pool starts at /way 50.05, 26.05. Throw the chum in 3 times, kill eels that appear from pools.
I had to leave the area then return for it to work.
