If you're lost like I was, the actual quest area is in a cave, not on top of the landscape. The entrance is located at 41, 14.6.
The first time you do this quest it is meant to be a tutorial. So you won't get rank 2 the first time you do it. You must wait for dailies to reset and do a second event for the recipe to drop.
