Works a little differently to the pre Nazjatar BFA cooking quests. For the earlier quests the only pre-requisite for you to receive the Rank 3 recipe is that your toon needed to already know Rank 1.
With these new ones you now need to know the Rank 2 of the quest recipe (which you can learn at 155 skill). I tested point by point from 140 upwards (when you learn the rank 1), logging out and in every 5 points. When I got to 155 I logged out & in but was still only offered War Resources as a reward, yet as soon as learnt Rank 2 and reloaded there was the Rank 3 recipe as a reward. Interesting that they changed it in that way considering you can't learn the Rank 3 until your cooking hits 170 anyway.
