Go to 61, 18. It's the perfect spot. There are about 15 eels here and they're really easy to round up and AOE down in about 10 seconds to finish this quest. They're not on the lower level. They're on the rocks just above.

There is one big problems with this quest, we are way out to sea and unagi is freshwater eel, not salt water eel, which is anago. There is a distinct flavor difference between the two, and all the pools around here must be salt water.

Description
Poen is always helping us take care of every rescue we find. Can you collect some meat from the eels south of here? I like to make his favorite dish every now and then, to repay him. It also has a great effect on the ones recovering. The power of deliciousness, I tell you!
