I thought I would never find the place to "investigate the noise." After riding all over the map, I finally took a side path and stepped into a cutscene. When it was over I was at at /way 46.99, 74.01 and I don't have any reason to think that I was moved on the map. Hope this helps someone.

This quest was designed to be run on the ground not flown.
After completing “In Deep” to the east about 50 yards is the entrance to a little cave (45.35 75.92). Inside Jana Proudmore will give you the quest “Up Against It”. Once you pick up the quest exit the cave and travel north along the path to 46.49 73.71 which is a overlook to the lake with will give a short video. Once the video is complete continue up the path to 48.94 67.45. You will see two sets of steps with a glowing scepter in the ground above them, click on it. Blademaster Okani will appear and give a little speech and you will then be able to turn in the quest.
Blademaster Okani will then give the next quest in the chain “Where the Road Leads” which will take you to Mezzamere.
this is at the top of the hill, on the road you came from, not in the water at the bottom.
