For Horde, the turnin for this is Natal'hakata, the Zandalari Empire Emissary. Near impossible to find the turnins in the pyramid sometimes.
The turn-in is with Natal'hakata, who's inside The Great Seal, up the stairs opposite where Princess Talanji stands.
