Work Order: Enchant Weapon - Torrent of Elements

First time I've been on when this quest popped today, and yet my enchanter is only offered azerite instead of the Rank 3 recipe. Sarthorius commented on the Horde equivalent quest that they thought it could be related to reputation as his alt enchanter got the recipe when honored but his main enchanter was only friendly and got azerite instead. I can state that is not the case since my enchanter is revered with Proudmoore Admiralty and cannot get the recipe reward. Makes it harder to level up enchanting when you can't get the Rank 3 recipes, since this is the only way to get it.

I had forgotten about this comment since it was so long ago. After levelling up many alts and all professions I have found that the only pre-requisite of getting the Rank 3 recipes on crafting world quests, is that you MUST have the Rank 1 version of that recipe already learned. It had nothing to do with reputation or anything else. For example one of my alts was a fresh 120 when 2 cooking World quests were up and showed the reward for both as azerite. After sending the alt mats and raising skill to get Rank 1 recipes, the rewards now showed as the Rank 3 versions.
