Once you accept the quest from Xiao, head down the staircase in front of you go straight ahead to go through a small archway. Continue along the path, and you should see the quest keeper below you, right beside The Practice Pit. You should be able to jump down safely to go talk to Instructor Xann to complete the quest.
Instructor Xann can be found at 41.6, 28.3 on a ledge overlooking a bunch of exercising pandas.
