This actually took me a bit to figure out. But the Fel Fire the quest is asking to snuff out are the actual fire patches on the ground. Not the fire on the trees or the fel patches that the imps are laying on the ground. Run INTO the fire and you will get an extra action button to Spinning Crane Kick.

To put down a Fel Firestep into it and use extra button.

Description
Tian Monastery is in bad shape. Felspreader imps are torching the grounds. Fel spikes radiate foul energy, corrupting the nearby earth. And fel magic has seeped into the monastery's ale barrels, tainting the brew. Use your abilities to snuff the flames, shatter the spikes, and destroy the tainted barrels. Sigh... hundreds of years of the finest ale... ruined. I don't wish to hear any more of it. Just get it done.
