Kill the sudafed officers in the circled area. Then construct additional pylons. Then touch the floating rock.

I had to logout/login to complete the quest. i had all the keys but one even after i killed of the targeted mobs. after logout/login the quest was completed

There is a mob that you will have to kill in the highlighted quest objective circle. There is a little bit of a respawn timer, so you might have to camp around to get the next respawn. My impatient self went immediately here, and then the mob target circle popped up.

Description

Seek out the Relictors. They comb through these wastes like carrion feeders, sifting through proof of their people's weakness in a misguided attempt to find strength. <Adarus spits contemptuously onto the sand.> The only object of real value is here in front of us, and they keep it contained out of fear. I will not make that mistake. Go, find these Relictors, unburden them of their keys, and return.

Illidan taught us that if we are to fight threats that acknowledge no limits, we must be willing to do the same. With his rage he tamed the power of the fel, and so will I, with the void. A fragment from this world, touched by the All-Devouring, is held deep in the heart of North Sufaad.
