TheWoWDBNo one has really explained how this quest is completed so I'll take a stab at it...
Go to the entrance to Krasus' Landing and turn around 180 degrees. There are steps going into a place where there are explosions and little guys who detect people in sneak mode. The coordinates are 57, 46.
Go into sneak mode, avoid the traps and little guys and go straight into the next room. Get the rune and go out again. Enter the Underbelly to turn in the quest. That's pretty much everything.

If you are like me, you went to the middle of dal and looked about where the 4 artifact stone things go. It's not there, its in the room right infront of krasus landing.
Note that the quest objective is "Rune of Portals delivered," not "Rune of Portals delivered to Valeera." If you speak with Val'zuun, you should be able to progress the quest.
Val'zuun is located in the old dalaran sewers (you met him earlier on in the rogue legendary quest line)

Description
A rune of portals?! Who does Val'zuun think he is? <Valeera takes a deep breath.> It's worth the price, but those runes aren't exactly easy to come by. Unless... Archmage Celindra, the Kirin Tor's portal master, has a study in the center of town. We rogues aren't particularly welcome there, nor would she simply hand a rune over even if we were... <Valeera smirks.> But who said anything about asking?
