The NPC (Ms. Xiulan) did not show on map when in the underbelly, however she is in the area that has been known as the black market even pre Legion... As you look at your map its in the part that sticks out to the north-east (hexagon area).
[npc=101492] located in Dalaran sewers, north east end. In cause, sewers is the FFA PVP Zone, speak with [npc=97359] located in sewers to get your own guard, which will protect you from any troubles. Or you can slay everyone, ofc.

There are many alchemy profession quests in Legion, 32 total, check out under the spolier, if missed something. You also need to be at least 800 in Alchemy to learn the final quest reward — [item=127915], all others can be crafted with any skill progress.

Description
We're so close to replacing all my equipment, {name}. In order to make flasks again, we need to be able to precisely measure each ingredient. For that, we need to replace my burette assembly. Unfortunately, burettes aren't easy to come by. We may be able to procure some though through other means by... <Deucus looks around and beckons you closer.> Going underground, so to say. As in, the Black Market. Go see Ms. Xiulan. Mum's the word.
