TheWoWDBIt might just be me but while I was on this quest it seemed to turn off all PvP flagging in the Circle of Wills while I was on it -- I got the debuff if I left the mission area but while in it the debuff was gone and I was still able to fight bosses, pet battle the Ninja Turtles and open the Underbelly Spoils chests.
You do get attacked by the assassins from time to time but they're fairly weak, so this might be a great way to stock up on Sightless Eyes uninterrupted.

What you need to do in the underbelly, is kill assassins until you loot a manifesto, then swap it into one of the friendly guards with a ? over his head, to complete and get the next quest.
I did not get my Manifesto from a Lowlife. I got mine from a Nethersworn Assasin. Lots of competition for them but they respawn fast.

Description
So my brother has gone off to perform some ritual with these cultists? That explains why he left, but still not to where... Wait! This letter mentions some of these "Nethersworn" cultists seeking reagents in the Underbelly. Perhaps we still may be able to find them if we hurry!
