Quest helper isn't tagging the mobs, but you want to kill the Magmasworn Rockcleavers specifically (the ones actually carrying spears around). Drop rate was about 75% for me.
Confirm that you have to kill the [npc=190451] NPCs in order to get the spears. Drop rate isn't as bad as others have mentioned (maybe Blizzard adjusted this). Luckily they typically come in pairs, so not too slow.

Description
This spear appears to be in good shape, given the condition of its former owner. Guardian Velomir mentioned to keep an eye out for useful materials, perhaps a few more of these spears can be obtained from the Magmasworn.
