I was recently phased out for this quest. I had Orders from Azshara in my quest log, then Every Little Death Helps, then Unintended Consequences, and 2 more quests. Finish that quest line first then you should be able to do this. See Orders from Azshara Horde or Alliance to complete the quest line. Also, you can still have [spell=285061] on you and His Eye Upon You in your quest log to complete the quest

I found Kua'Fon, but he wasn't fighting any mobs. I killed every mob in the vicinity to be sure, nothing. I am unable to complete the quest. Anyone else have this issue?

Description
Ah, so you noticed he is missing again. I would check de east this time. I heard some screeching from that direction. I am sure he will be fine- after all, what sort of trouble could he get in with you looking after him? <Wingminder Goja smiles just a touch sarcastically.> Best find out.
