Currently you cannot get back inside the Buried Vault if you leave via Rupert, the Gentleman Elemental. I had to abandon the quest(s) and fly away from the Dragonscale Camp to have Rupert respawn.

Once the quests are completed and you return to the Dragonscale Camp Rupert does not give you the option to return, so make sure to farm your Endmites!

Edit: The following day the world quest Ending Their Watch appeared which allows you to return to the Buried Vault. If you missed anything don't worry, you can eventually get back!

How incredibly rude! I know we did not bring gifts, but this is hardly the way to greet visitors! There is no excuse for such terrible manners! Scoundrels! Cads! Brutes! <Rupert coughs into his hand.> What I meant to say was these watchers appear to be a threat.
