TheWoWDBWas unable to turn quest in at first. Relogging does not work, nor does running out and back in and killing the guy again.
What worked was abandoning the quest, picking it up again, and running a little bit further inside before the guy aggroed, to make sure I was thoroughly inside the phased area.
