Aqirite can be found in all three underground zones. (Read: every Khaz Algar zone except Isle of Dorn)
Without using the Phial of Truesite in the Ringing Deeps I found one ore node. They are however quite plentiful in the areas of Hallowfall & Azj-Kahet. The Phial of Truesite will of course help you find more nodes, but it is not a requirement.
