I had to click the staff in my inventory. The item on the quest display did not work.

These aren't the same mobs that are in the area where you pick up the quest. I found them over a few hundred feet away in another area around 42.40, 15.90. Using it on the Spiritclaw's didn't work for me.
The trick is to stay far back and not engage them just let the staff do it's work

What to do
Description
The process of mass conjuring, as the mogu are doing here, is not without byproduct. Some spirits arrive too distraught or unruly to be harnessed, so they are confined and left to wander until their desperation leaves them more malleable. I suspect the mogu have such a holding area somewhere nearby, likely guarded by spiritclaws. Please, take my staff again and use it to collect these wayward spirits. You needn't fight them - present the staff and they should be drawn in.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Ritual Artifacts
So many spirits held in captivity here... I can feel them everywhere. Even the walls are a cage for the long-dead. <name>, we cannot simply break the sorcery over this place - doing so would release countless agonized souls to wander the earth. They will need a beacon, something to guide them.
After this quest
Taken from the storyline's own step order.
- Back to Nature
I'm afraid I have another favor to ask, <name>. The bottles you recovered contain neither the spirits of mogu ancestors nor recently slain foes; they contain spirits of beasts. It seems the spiritclaws have resorted to poaching in an effort to fuel their simulacra.
