TheWoWDBQuest needs to be completed in the Delve. Inside the delve, just click on the quest info and you can select "Complete"

If you are trying to equip Valeera and are only seeing Brann, go to your Adventure Guide, scroll down to Encounters, click on Delves: Season 1, and click on Valeera. You can add the curios that way. As for this quest, I had to exit and re-enter the delve after equipping the curio to mark it as complete.
Just in case you are dumb like me - you use the item in your bag. That completes the quest and adds the item to Brann's list. Same thing with the Utility items.
