Turns out, this quest will only complete if you are INSIDE a delve.
I abandoned this for an alt intending to do it on my main - since it is a warband quest it dropped it for everyone, whichi did not realize that would happen - Delvers Headquarters did not have the auto accept quest pop back up for my main. So how do I get it back? Just because I abandon it on one toon it should not drop for every toon - warband is fine but we should have control on who we want to complete it.
