This was bugged for me as well.
Another player was able to help me though. They had me group with them, then I turned into a whelp on their mount. I then grabbed the climbing kit and was flown higher to a rock I could grab onto. Hope this helps others!
A poor effort on Blizzard's part.
A simple climbing wq really shouldn't require 'work arounds' to complete it.
I can climb three rocks up then there's nothing.
Relogging didn't help either.
