Not sure what triggered this bug for my friend, but it affected other quests afterwards as well and I suspect a faction transfer broke something.

Also unable to turn it in.
Tried leaving the zone entirely, reloading, and relogging. Gave up and logged out for the night hoping that the daily reset would fix it.
Still nothing the next day. Abandoned the quest, redid it, still can't turn it in so bug report it is I suppose.
Edit 03/06/2026: I am an idiot.
I forgot I turned off error messages with Leatrix Plus to avoid the Lua error popup, but that also includes things like "You must choose a quest reward" and apparently I can't read and didn't see the "choose reward" text over the items, so I wasn't clicking on either item, so the "complete quest" button was doing nothing.
Disabled all addons, tried to turn it in and got the "You must choose a quest reward" message and immediately wanted to crawl in a hole and die for playing this game for 10+ years and somehow not noticing that.
Be smarter than me.

Description
The Vilebranch seemed to be just as confused by the mist as the Witherbark. Whatever has caused de mist, dealin' with de Vilebranch changed nothing. And now we must find de hash'ey shrines in de dark. <Zul'jarra moves her hand in front of her face, testing her range of visibility, and frowns.> We must light de shrines. Try not to get separated. Dis will try my patience. But I'm sure if we use our heads, we will find de path.
