TheWoWDBAt 69,60 (west of Greywatch) there don't seem to be any mobs to skin that drop this, even though the WQ marker shows up here. Go to 61,53 (just south of Valdisdall) for the Wild Plains Runehorn (muskox) which drop it.

I had to go to the northwest of the WQ marker to get the quest to trigger. this is very important as the quest items will not drop if the quest doesn't trigger and show up under your quest tracking window. drops are 100%
There must have been a hot fix as I've just gotten 8 from 8.
