TheWoWDBI boosted a toon in BFA and wanted to go back and get my Dalaran hearthstone from the legion expac. I completed the entire quest chain for the Legion launch but eventually got stumped. I finished "Illidari Lies" quest and then......nothing. No portals, no "Calling of the Council" quest .....nothing. I read some comments on wowhead about people flying to Kara in deadwind pass and Dalaran was floating there......nope, that didn't happen either.
I eventually figured it out. (for alliance)You take the LEGION portal (portal to Azsuna), in the mage tower in Stormwind. Fly from Azsuna to Dalaran, when you get to Dalaran go to Violet Citadel, you will see Khadgar standing there with old legion quests. Ignore him, on the left wall you will see Archivist Elysiana, talk to her. She will offer "I want to experience the return of Magni Bronzebear and Khadgar's adventures in Karazan". You now have the quest "Calling of the council".
Go back to Stormwind, but dont bother going to stormwind keep....no portal there even though your map says there is, blizz removed it. Now fly to Kara in deadwind pass, BAM...there's Dalaran floating over Kara. Fly up and talk to Khadgar and off you go.
Sorry for the long winded response but I wasted 3 hours trying to figure this out. The original quest had a pink voidwallker in the stormwind mage tower and you just talked to him. Since the mage tower got a facelift i guess he got booted. Good Luck.

In Legion after finishing the quest [hsquest=40605] (Horde) or [hsquest=44120] (Alliance) the Khadgar's Upgraded Servant no longer appears with this quest.
However, you can still get this quest and finish this quest chain, you will need to do the following:
1)Complete "Keep your friends close"(Horde) or "Illidari Allies"(Alliance)
2)Complete the quest Legion's Quest "In the blink of the Eye"
3)Find NPC "Archivist Elysiana", she is in The Violet Citadel
4)She will offer "I want to experience the return of Magni Bronzebear and Khadgar's adventures in Karazan". Upon clicking on it, you will get "The Calling of the Council" quest.
For those that picked up Calling of the Council after selecting a Dialog: 'I want to experience the return of Magni Bronzebeard and Khadgar's adventure in Karazhan' from [npc=113873] in Legions Dalaran. Since portal is removed in SW Keep, just fly to Karahzan (Deadwind Pass) and look up in sky, there will be a floating Dalaran. Khadgar will be there at 31.5 43.2.
In order to be able to get Calling of the Council, you need to complete the Legion Broke Shore scenerio. Either speak to [npc=107934] or [npc=113873] (will give ya a dialog to start the Broken Shore Scenerio) - one of them will be available to you.

.....3a. While doing the scenerio and during Phase 6, make sure to go to 52.1 66.6 and pick up [item=139389] from [object=240215] on the table. You will get [item=139391] when turning in the locket to [npc=108485] in Eastvale Logging Camp at 85.5 69.6.

<The arcane anomaly turns to address you, speaking in what is clearly Khadgar's voice.> Though I am loathe to interrupt your fight against the Legion, I must request your help in a matter of... diplomacy.
