Alright, so trying to play this, now that it's on Live.... I finished the Broken Shore quest, and then did the Invasion quest. Then nothing..
Weren't we supposed to get the Dalaran quest right after?
Are they gating it?
I went on to Dalaran over Karazan just in case, no Khadgar there, just a messed up Dalaran.

Also I noticed there was an abandoned Kirin Tor Camp in Deadwind, I don't remember that from before.. Is it new, was there people in it before Dalaran moved?

For Horde:
1. Don't go to Karazhan. You won't find anything there. You will be teleported by Khadgar later.
2. Go to The Drag (where Ragefire Chasm dungeon entrance is) in Orgrimmar. There is a portal to Dalaran at 45.43-62.53 there. Use it to go to Dalaran.
3. Go to Violet Citadel. Don't enter though. Archmage Khadgar is beside the entrance of the building. Talk to him.
4. Khadgar will bring you to the Violet Citadel. Then just follow the instructions from there to finish the quest.Hope this helps.
If you are alliance the portal is in Stormwind keep, don't go to Deadwind Pass/Karazhan.

Description
<The arcane anomaly addresses you in Khadgar's voice.> Though I am loathe to interrupt your fight against the Legion, I must request your help in a matter of... diplomacy. We face a grave threat, and we require the full might of Azeroth's people to overcome it. The Horde must become part of the Kirin Tor once again. Some will not agree with this position. Please join me outside the Violet Citadel in Dalaran. We have repositioned the city to defend the Eastern Kingdoms, above Karazhan.
