Some classes can just jump to cling any bottom ring.
If you cant, jump onto stumps right of stairs and jump straight to the ring.

The druid in me wanted to scratch the cat in return.
This is easy! The trick is, when you get to the side where falling debris is, hang onto the first ring and wait for the debris to fall. Once it falls, quickly hit on those rings to cross, don't hesitate or stop. Boom boom boom get to the corner and hit up on those rings to the balcony. Done.
