As of 2022, Shadowlands Patch 9.1.5, the comments at Blight Choked Herb are still correct.
I've got it from a Vilepetal Rooter, killing & gathering Vilepetal Rooters, Defiled Grovewalkers, Desecrated Ancients outside of Darkheart Thicket.
You can see at the end of the quest just how passionate Osme is about herbalism:
<He is silent for a moment>
"NOOOOOOOOOOOOOOOOOO!"

Description
Another plant, killed by the blight. This one coiled so hard that it starved itself of sunlight. You should bring it to Wildcrafter Osme in Lorlathil. He won't be happy.

Before this quest
Taken from the storyline's own step order.
- One Dead Plant is One Too Many
We must exact VENGEANCE for this. While I understand the importance of the balance between the Emerald Dream and the Nightmare, this time it's corruption has gone TOO FAR! Satyrs. I blame the satyrs for this. Make them pay! Make them pay, and Elune will reward you with her bounty!
After this quest
Taken from the storyline's own step order.
- The Last Straw
We cannot falter in our crusade against this corruption, <name>. It is our duty as heroes. As herbalists. As hero-balists. Slaying simple satyrs will not do. We must attack their leaders. Bring this fallen herb to Shala'nir, in the northeast.
