If the quest bugs out on you. (not able to pick up Oculeth for example). Drop the quest. Mount up and ride outside the Shal'Aran area. Dismount. Then take the quest again. You should be able to pick up Oculeth (enter a vehicle)

I was an idiot and forgot about the cave entrance just north of where you pick him up. I kept trying to go up the hill with him and it would make me start over. Posting this incase anyone is wondering why you keep dropping him. Take him into the cave.

Felt a bit silly...couldn't figure out how to drop the guy. Maybe it's because I use ElvUI and the intended action wasn't obvious. Maybe it's because I'm a druid and I shapeshifted and that changes my action bars.

But, whatever the case, you need to use your primary action bar to drop him once you get close to her. The UI suggests you should be able to click on her (she's glowing), but you can't. Instead , look on your action bar for the "drop" command. It's almost like carrying him puts you into a vehicle mode or something.
