I've done One Hero's Prey and Practical Magic but he never gave me this quest yet did a friend of mine who is Night elf. I'm on human character. Is the rest of this chain only for Elves?Quest is given at renown level 3.
Seems to be tied to Renown progress or timegated to coinside with season 1 start since this chain leads to Nightmare difficulty.

Description
So far, anguish has been invaluable in bolstering our forces. Our weaponry and golems are all the more hardy and potent thanks to this newfound power. I've also been developing ways to shape anguish into robust enchantments that can strengthen us elves. Meet me downstairs. I will show you what I've found.
