Had a problem where the Blood Elves wouldn't register after the cast, just keep running around and trying different ones and the ones you tried previously should start to work.
It looks like it's gated behind Prey rep level. Quests 1 and 2 were at Prey level 1, quests 3 and 4 became available with Prey level 3, and presumably Prey level 4 unlocks the last 2 quests based on the in-game tooltip for "Prey: Nightmare Mode" on level 4.

Description
{name}... I need you to attend to a matter in the city. I've received word from Knight Captain Solara that there's been an incident in the Gardens of Remembrance. She reports elves have begun acting out violently, causing coalesced anguish to manifest and terrorize the residents. You can use the crystalline vessel to reclaim the coalesced anguish and soothe the elves whose minds have crumbled. So much of the magic will weigh heavy upon you, but I'm confident you have the strength.
